The Real Estate Development Division facilitates responsible real estate development projects that contribute to livable, walkable, and inclusive neighborhoods that meet the needs of current and future generations. The division promotes mixed-use development, revitalizes underutilized areas, and serves as project managers for Downtown Westminster, Westminster Station Area, and Urban Renewal Areas.

Heather Cronenberg serves as the Real Estate Development Manager at the City of Westminster. In this role, she leads the development of the Downtown and Transit Oriented Development Focus Areas along with the city’s real estate services program. She returned to the City of Westminster from the private sector two years ago where she practiced commercial real estate and managed mixed-use development projects. Heather brings more than 20 years of real estate expertise and has a proven track record in negotiating complex real estate and development transactions, navigating the entitlement process, and collaborating on public-private partnerships. She is a skilled project manager with strong experience building relationships and collaborating with the community. She holds a real estate broker’s license with the State of Colorado.

Prior to moving into the private sector, Heather worked for the City of Westminster in Community Development, Economic Development, and Parks and Open Space. She managed city owned real estate, reviewed development plans, and managed multi- modal transportation projects. While working for the City, she secured over $14 million in outside funding sources, leveraging city funds to acquire over 500 acres of open space. Prior to her work with the City, Heather managed real estate transactions and partnered to secure funding for The Nature Conservancy.

Heather currently sits on the Steering Committee for the Urban Land Institute’s Women’s Leadership Initiative and is co-chair of the Breaking the Glass Ceiling Program. She is a previous member of the 36 Commuting Solutions Board, RTD’s Citizens Advisory Committee, the Metro Denver Nature Alliance Steering Committee and the Colorado Open Space Alliance Steering Committee. Heather earned her bachelor’s degree at The University of Georgia and is currently working to complete the Executive Masters of Public Administration program at the University of Colorado Denver.

Mona has worked for the City of Westminster for over 20 years, bringing a wealth of experience in economic development, real estate, and community engagement. In her current role, she leads initiatives that support the city's vision for growth, revitalization, and sustainable development, with an emphasis on the Downtown Westminster area. Mona works closely with City staff, developers, and the community to coordinate and negotiate development and redevelopment plans, ensuring positive outcomes for all stakeholders.

As the manager of the Downtown General Improvement District (GID), Mona oversees the maintenance and budget of the area, collaborating with contractors and city staff to ensure a high standard of upkeep and activation. She also manages GID contracts, works with the City Finance team, and helps develop transparent budget documents for property owners within the district.

Mona is deeply involved in local business engagement in Downtown Westminster, providing ongoing outreach to businesses, residents, and property management. She participates in key organizations such as the Downtown Westminster Business Association and plays an instrumental role in targeted industry recruitment and retention in Downtown Westminster. With a strong commitment to fostering a thriving, vibrant community, Mona is dedicated to the strategic planning and collaboration necessary to help Westminster flourish.
